Introduction:
Valkyria Chronicles 4 takes place in the same timeframe as the original Valkyria Chronicles, but with an all-new story focusing on Squad E of the Federation. Commander Claude Wallace and his childhood friends set out to fight in a desperate war, but bone-chilling blizzards, waves of imperial soldiers, and the godlike powers of the Valkyria stand between them and victory.
Game Type:
Valkyria Chronicles 4 is a tactical role-playing game.
Tactical role-playing games (abbreviated as TRPG) are a genre of video game which incorporates elements of traditional role-playing video games with that of tactical games, emphasizing tactics rather than high-level strategy. In Japan, these games are known as “Simulation RPGs” (シミュレーションRPG, abbreviated as SRPG). The format of a tactical RPG video game is much like a traditional tabletop role-playing game in its appearance, pacing and rule structure. Likewise, early tabletop role-playing games are descended from skirmish war games like Chain-mail, which were primarily concerned with combat.
Game play:
Valkyria Chronicles 4 is a strategy game in the style of the first three games in the series. It introduces a new soldier class known as the Grenadier, who can fire mortar rounds at enemies. If allied soldiers are present to provide battlefield information, they can fire without being seen by hostile forces. When a soldier in your army is on the verge of death, there is a fixed chance that a new system called “Brave” will be activated. When used, players can choose to either restore one Command Point (CP) and increase the ability of a nearby ally, or restore Action Points (AP) to the unit and enable the it to move and attack once in an invincible state.
The game uses elements from the first Valkyria Chronicles game and some from the second and third while making its own additions such as,
Story progression and mission selection is done from Book Mode like in VC1. However, the player is no longer prevented from re-fighting previous battles until New Game +, and can instead go back and re-fight storyline battles whenever they feel like doing so. The game features greatly relaxed A-rank turn limits compared to VC1’s infamously stringent requirements, often allowing 4-6 turns and rarely fewer than 3. The ability to save mid-battle has returned, after being absent in 2 and 3. Permadeath makes a return. Aside from Leaders, storyline-involved characters such as tank crewmen and DLC soldiers, downed soldiers who are not rescued in time or are “finished off” by enemy soldiers touching them while they are downed (they will still only ever do this accidentally) are removed from the Squad roster.
As in VC3, downed units that are rescued can be called back in from a base flag on the player’s next turn. Post game unlocks the Cenotaph where soldiers can be brought back for DCT, including those who died during storyline events. All soldiers who can die have a special quote for being brought back to life. When a soldier dies, a special piece of equipment will be granted to the player specific to that character, The effects, however, are generic: all items of soldiers in a particular class will have the same bonus. This excludes the tank crews and storyline and DLC characters who cannot die. For reasons that should be fairly obvious, units cannot die in any mission involving mock combat with Federation troops.
Class changes and class trees from 2 & 3 foregone in lieu of 1’s static class system. Snipers are once again their own class rather than an offshoot of Scouts. Armored Techs removed; Engineers regain their role of disarming mines and repairing sandbags. Engineers use Scout rifles rather than having their own class weapon. Ragnaid is no longer Engineer-exclusive. All classes can use Ragnaid. Engineers get special Revival Ragnaid, which allows them to return a downed soldier to combat instead of summoning the medic to extract them. Specialized classes such as Heavy Gunner or Harmonist removed: the only specialist class is the Grenadier, a lightly armored and slow unit equipped with a mortar. The same applies to vehicles: there are three vehicles of fixed type, two being equivalent to the Edelweiss and Shamrock and the third a fast but fragile APC that can transport troops, with the only customization being Glory‘s interchangeable turrets and the Upgrade Parts grid, and stickers that can be placed on the Hafen for a small bonus. Unlike VC1, members do not join Squad E at random. The order is fixed, as are the squad’s starting members. In addition, soldiers will not show they are “friends” with soldiers who have not actually joined the squad yet. When one of these “hidden friends” joins the squad, the message “your soldiers’ preferences have changed” will appear.
Scouts are rebalanced to reduce their status as the VC1 do-everything class: they now have mediocre base accuracy (most Scouts being less accurate than most equal-level Shocktroopers), and Shocktroopers now use a mid-level type of armor that makes them tougher than Scouts. Heavy Interception fire from Fixed Weapons is far more common, too. All infantry types other than Scouts have boosts to their Action Points compared to their VC1 counterparts, as do vehicles. Lancer Blast Suits now offer next to no protection from anti-personnel Mines, as opposed to VC1 where a Lancer could comfortably clear an entire minefield just by setting them all off. This was a change first made in VC3. Anti-tank mines return to only being set off by tanks. The game uses a system similar to the Classmate and Squadmate missions of 2 and 3 called Squad Stories to unlock additional positive potentials or replace negative ones, while also having “Extra Missions” that focus on main squad characters similar to the Reports of VC1. The main difference between Squad Stories and the systems in the previous games is that they involve several characters at the same time.
Aces now only drop their weapon once. A few weapons are duplicated between two Aces, one in storyline and one in Skirmish, but there is no way to acquire a specific Ace’s weapon more than once. Vehicles only cost one CP to move like in VC2 & 3. The Hafen and the Glory with its tank turret fitted have limited ammunition for their main gun. Units with limited ammunition will regenerate some of it at the start of each player turn as they did in VC1. Engineers retain their resupply ability, but it is no longer mandatory. Units within the area of effect of an allied camp will regain all of their ammunition. Like in VC2 and VC3, vehicles do not have a separate hit location for their treads. Anti-tank mines deal huge amounts of body damage instead. Mortars with the “Tank AP 0” effect replace loss of treads. Front/Side and back armor aren’t factors anymore though the radiator remains the weakest part of any tank. Unlike VC2 and 3 the maps aren’t split in multiple small maps linked by base camps instead each mission and skirmish happens in 1 single map with a unit cap of 10 instead of 5. Vehicles cannot be evacuated/redeployed through a camp like in VC 2 and 3, the only way to redeploy a vehicle is by having it destroyed and redeployed with the ship order “Emergency fix”.
Like in VC1 deploying a unit from a base camp means calling it as a reinforcement for the next turn, on top of that you’ll have to spend a CP to move the unit after it spawns. Reinforcements can be cancelled if an enemy unit captures the camp which also applies to enemy reinforcement. The only way to immediately spawn a unit on a camp is to use the “Rapid Deployment” order which costs 2 CP and spawns the unit at the desired camp, after which they can be selected in the usual manner. If the APC blows up any unit inside are evacuated not killed. Units can now be equipped with accessories which give some bonus stats, they do not appear on the unit in battle. Flagpoles in camps are now physical objects which means bullets, grenades and vehicles will be blocked if the flagpole is in their trajectory. Potentials aren’t unlocked at random, unit potentials change after a squad story is completed, class potentials are unlocked as the class levels up. The base class level cap is still 20 but can be increased after the final mission/completing the story mode. Using a surprise attack (striking an opponent from behind or from a bush/fog etc) no longer cancels counterattack but prevents the opponent from dodging the attack. Ladders are now deployed by engineers instead of the tank or APC like in VC 2 and 3. There is no morale gauge in this game, instead every unit has a hidden morale gauge that increases after performing an action like killing an enemy, repairing a vehicle etc. After gaining enough morale, the unit’s icon will glow white and enter a “high morale” state where potentials trigger a lot easier. However the mode only lasts for 1 action and the morale of the unit is reset after it ends its action. High morale can also be given to a unit by using the “inspiration” order.Unit can also enter “High Morale” after assisting in an attack performed by a nearby ally.
After a certain story point, units that fall in battle during player phase will have a chance of activating Last Stand mode, giving them a chance to either take one more action with a full AP bar while invulnerable on the player’s turn, give the nearest unit a significant stat boost, or counter-attack on the enemy turn. Sniper elites can now perform Interception fire. Grenadier interception fire can inflict “speed down” to a unit making it move slower and if it’s a player unit, the player will hear a loud ringing while moving, the unit will also look like it’s moving in slow motion however enemy interception fire won’t be slowed down. After a certain story point, leaders will be able to use the “Direct Command” ability from the third game. AT Cannons now have interception fire. Snipers can now participate in Co-Op Attacks, as can Lancers if the firing unit is another Lancer or a tank using its main gun. This does expend their ammunition. There are no longer tank upgrades to counter any weather effect.

Atlantic Federation:
The Atlantic Federation, often simply referred to as just the “Federation”, is a loose alliance of democracies from the two sides of the Atlantic Ocean. It is one of two main military powers in Europa, and a participant in both EWI and EWII. Sometimes in colloquial usage, “Federation” may only refer to the Europa member nations/territories, thus excluding Vinland.

Claude Wallace (クロード・ウォレス Kurōdo Woresu?) is the protagonist of Valkyria Chronicles 4. He is the Edinburgh Army 101st Division, 1st Battle Brigade, 32nd Armored Ranger Battalion, 2nd Regiment, Platoon E commander and tanker. He’s a first lieutenant who is a serious, passionate, and caring commanding officer. He has no military shortcomings, and in addition to military skills, he has an animalistic intuition in regard to the weather and climate. His “Revelation of the Wind,” a perfect guess of the change in weather from a few minutes to several days later, often ends any stalemate.
Riley Miller:
Riley Miller (レイリィ・ミラー Reirī Mirā?) is the heroine of Valkyria Chronicles 4.
Born in the Gallian city of Hafen, this brilliant inventor was assigned to Squad E after researching ragnite technology in the United States of Vinland. She appears to share some history with Claude, although the memories seem to be traumatic ones. Edinburgh Army 101st Division 1st Battle Brigade 32nd Armored Ranger Corps Heavy Weapons Support Regiment Grenadier. Technical Second Lieutenant. A confident and proud woman of STEM, she is a genius in ragnite engineering. Proficient in mental arithmetic and physics calculation, she is able to exhibit her talent in ballistic calculation as artillery. While she is childhood friend with Claude, something has happened in the past, causing them to grown distant. Prior to the war, her ragnite engineering talent enabled her to skip grade and attend university in the United States of Vinland. She is positive and cheerful, and ambitious in that she pushes forward without fear of failure.”
Raz:
Raz (ラズ Razu?) is a character from Valkyria Chronicles 4. A division officer of Squad E. Since he is of the persecuted “Darcsen” people, he does not have a last name. He belongs to the infantry class of the army.
Edinburgh Army 101st Division 1st Battle Brigade 32nd Armored Ranger Battalion 2nd Regiment Platoon E division officer and Assault soldier. His rank is sergeant. Since his people, the Darcsen, once devastated the continent, they are still persecuted to this day and do not have surnames. His physical ability is very high, to the point where he calls himself “Immortal Raz,” and both his physical strength and agile nature make him incredibly efficient as a soldier.
Kai Schule:
Kai Schulen (カイ・シュレン Kai Shuren?), whose real name is Leena Schulen, is a character from Valkyria Chronicles 4.
Born in the Gallian city of Hafen, this cool and collected sharpshooter has earned the codename “Deadeye Kai.” Along with her childhood friends, she joined a foreign military to take the fight to the Empire. She loves fresh-baked bread, almost to a fault. Edinburgh Army 101st Division 1st Battle Brigade 32nd Armored Ranger Corps Platoon E Detachment Leader. A Sniper and Sergeant Major. Childhood friends with Claude, Raz, and Riley, she is usually silent and blunt. With the nickname “One Shot Killer,” she is a prodigy sharpshooter whose eyes conceal a strong purpose. Also, her physical strength is second to none when compared to a common soldier. While she may sound mannish and curt when she speaks, she is actually very mature and kind. She loves fresh-made bread.
Leena assumed her brothers identity so that the military would not find out the real Kai has deserted the army. Sometimes she encounters minor trouble with her false identity, such as getting issued male uniforms (the real Kai being male). Her actual biological sex is an open secret with members of Squad E, who also help with the cover up. Occasionally Raz would refer to her by her real name, and she would scold Raz for not being careful with the top secrete.

Miles Arbeck:
Miles Arbeck (マイルズ・アーベック Mairuzu Ābekku?) – Edinburgh Army 101st Division No. 1 Battle Brigade No. 32 Armored Ranger Battalion Squad E tank driver and mechanic; corporal. He was a diligent honors student during his time at the military academy, where he was in a class behind Claude. He is somewhat neurotic and though he tries to be calm, often gives in to defeatism or panic. He gets along with everyone, but on the flip side has few deep relationships. His hobby is photography. He is voiced by Hiroshi Okamoto in Japanese and Chris Hackney in English.
Dan Bentley:
Dan Bentley (ダン・ベントレー Dan Bentorē?) – Edinburgh Army 101st Division No. 1 Battle Brigade No. 32 Armored Ranger Battalion Squad E armored vehicle driver and mechanic; lance corporal. He loves tanks and armored vehicles more than anything. Before he knew it, he had joined the allied forces and become a driver. Since his hobby is working on tanks, he will never turn down a request to repair one. He is a man of few words, but cares about his friends. He is voiced by Hisao Egawa in Japanese and Keith Silverstein in English.
Ronald Albee:
Ronald Albee (ロナルド・オールビー Ronarudo Ōrubī?) – Edinburgh Army 101st Division No. 1 Battle Brigade No. 32 Armored Ranger Battalion Squad F tank commander; second lieutenant. Since the commanding officer Minerva does not operate a tank, he serves as the tank commander for Squad F. He was in a class behind Minerva during their time at the military academy, and she beat the code of chivalry into him. He is also very ambitious. He is voiced by Atsuki Tani in Japanese and Doug Erholtz in English.
André Dunois:
André Dunois – Chief Engineer aboard the snow cruiser Centurion and also e veteran with thirty years of service, used to serve with Captain Roland for a long time. He’s a stubborn old man who often shouts at his subordinates, but his hand is steady and his ability is very trustworthy. His hobby is alcohol. He is voiced by Shin Aomor ]in Japanese and Kirk Thornton in English.

Roland Morgen (ローランド・モーガン Rōrando Mōgan?) is a character from Valkyria Chronicles 4. Edinburgh Navy Captain, and captain of the snow cruiser Centurion. He lost a warship in the past, and is operating with strong preparedness as not to sink the second time around.
Brian Haddock:
Brian Haddock (ブライアン・ハドック Buraian Hadokku?) is a character from Valkyria Chronicles 4. Edinburgh Navy first lieutenant, and chief navigator of the Snow Cruiser Centurion. He is somewhat neurotic, which makes him difficult to approach, but is calm and sensible at his core. He is a respected man who has supported Morgan on the battlefield many times since his first mission. Other members of the crew often refer to him as “First Mate,” though he insists he is a navigator and nothing more.
Marie Bennett:
Marie Bennett (マリー・ベネット Marī Benetto?) is a character from Valkyria Chronicles 4. Edinburgh Navy master sergeant, and communications officer of the Centurion. A woman with a calm atmosphere and undying smile, she is “everyone’s big sister” on the warship.
Louffe:
Louffe (ルフ Rufu?) is a character from Valkyria Chronicles 4. Edinburgh Marine Corps sergeant, and Radar Operator of the Centurion. As a prodigy who skipped grades, she is familiar with the latest technology, and joins the fleet after her abilities were recognized.
Sergio Mousquelaire:
Sergio Mousquelaire – Military doctor belonging to the Edinburgh Navy, stationed on the snow cruiser Centurion. He used to be a pediatrician at a town hospital before the war. He’s a funny and kind person, but he can become scary when someone tries to escape treatment. His hobby is bodybuilding, boasting the top physical strength on the ship. He is voiced by Masaya Takatsuka in Japanese and Patrick Seitz in English.

“It was a battlefield…But it was where we grew up.”
A Chilling Gaze into the Flames of War
In the year 1935 EC, the continent of Europa is split between the Federation and the Empire. As the Imperial army dominates the Eastern Theater, the Federate forces launch Operation Northern Cross, a last-ditch effort to tip the scales. The commander of Squad E will test his will against the bonds of his allies, the weight of their trust, and the sacrifices they all must make. This is a tale of a bittersweet adolescence: the failures and triumphs of young hearts struggling to find themselves amidst the chaos of the battlefield.
Claude Wallace and his childhood friends Kai Shulen and Raz join the Federation Army in order to fight the Empire in the Second Europan War, both to protect their home country of Gallia and avenge an Imperial attack on their hometown of Hafen. However, during training, Kai mysteriously disappears, leaving his sister Leena to take his place as “Kai”. Claude, Raz, and Leena are able to pass training and join the elite Ranger Corps, with Claude being assigned command of Squad E.
Squad E is then informed that the Empire has the upper hand, capturing a large amount of Federation territory as well as initiating an invasion of Gallia. Federation leaders decide to put all of their resources into Operation Northern Cross, a massive offensive with the objective of pushing straight to the Imperial capital of Schwartzgrad. The operation is initially successful, with Squad E managing to push through Imperial territory. Along the way, they are joined by another childhood friend, Riley Miller. Riley is initially mistrustful of Claude due to him running away from a fire that killed Riley’s family, but eventually accepts his command when he proves his worth as a leader. Squad E continues the offensive by breaking the Siegval Line, Schwartzgrad’s final line of defense. Along the way, they battle the elite Imperial tank unit Ausbruch, led by Klaus Walz, who considers Claude a worthy rival. However, despite the Federation’s early success, winter comes earlier than expected, halting the unprepared Federation forces. Crippled by the snow and cold and weakened by stretched supply lines, the Federation forces are quickly routed by a massive Imperial counterattack. Squad E is forced to flee to the coast, where they are rescued by a trio of highly advanced Federation snow cruisers; massive warships that can travel over the ice of the Crystal Sea.
After coming aboard one of the cruisers, the Centurion, Claude is assigned by Captain Morgen to protect the warship as the fleet carries out Operation Cygnus, a contingency plan to attack Schwartzgrad from the sea in case Operation Northern Cross failed. Meanwhile, Walz is assigned to X-0, an elite Imperial science unit led by Lord Heinrich Belgar. Belgar tasks Walz with intercepting and capturing the Federation fleet, and teams him up with his chief strategic officer, Forseti and the Valkyria Crymaria. Forseti leads an attack on the fleet, prompting Squad E to respond, but Crymaria intervenes against Forseti’s orders, and she loses control of her powers, destroying one of the cruisers and heavily damaging the Centurion before it escapes. Forseti is furious since their mission was to capture the cruisers intact, and he reveals to Walz that he has planted his sister as a spy aboard the Centurion in order to track its movements. Walz then witnesses how Crymaria is mistreated by her handlers and begins to show her compassion.
Meanwhile, the crew of the Centurion tries to repair the damage to their ship, but its main reactor has been knocked offline, forcing the ship to run at a fraction of its speed on the backup engine. At the same time, Riley finds a young amnesiac girl named Angie in the engine room, and the crew assumes her to be a stowaway. Squad E begins to take a liking to Angie as she befriends everybody. During a raid on an Imperial supply base, Angie sneaks ashore and meets Crymaria, who realizes Angie is a Valkyria as well. It is also revealed that Forseti is the real Kai, now working for the Empire and manipulating Leena into spying for him. Leena decides to cut ties with Forseti, declaring her brother dead. Claude then receives word that the third ship in the fleet is under attack. Despite knowing it is a trap, Squad E attempts to rescue the ship, but it self destructs, creating a massive explosion. Knowing that the Centurion can’t escape the blast unless at full speed, Angie places herself inside the reactor, revealing herself to be the power source. Captain Morgen is wounded during the fighting and reveals the true scope of Operation Cygnus to Claude. The reactors that power the snow cruisers use energy given off by Valkyria placed inside them. In addition, the reactors also double as weapons dubbed the “A2 bomb”, powerful enough to destroy an entire city. Operation Cygnus’ true objective isn’t to invade Schwartzgrad, but completely destroy it with the A2 bomb.
Claude is placed in command of the Centurion and he reluctantly proceeds with the mission. Walz and Crymaria attempt to stop him but are defeated. Crymaria loses control of her powers again after believing Walz was killed, but he appears and helps calm her down, promising her that they will live a happy life together after the war. The Centurion continues towards Schwartzgrad but is caught in a trap. Raz sacrifices himself to disable the trap and the ship continues on, plowing into the center of Schwartzgrad. Forseti boards the ship, intent on rescuing Angie since he had previously been part of the secret Federation program to acquire Valkyria for the reactor experiments, and his guilt motivated him to defect to the Empire. Leena shoots and kills Forseti before he can reach the reactor. Claude then prepares to detonate the A2 bomb, but the Empire offers a ceasefire to the Federation, ending the war with no clear victor. Belgar ignores the ceasefire and attacks the Centurion, obsessed with seizing its reactor and perfecting the technology. Squad E is able to defeat and kill Belgar, but the Centurion is severely damaged and begins to sink. Claude is able to narrowly rescue Angie and Riley from the sinking ship.
Afterwards, the Second European War comes to an end with neither the Federation nor Empire achieving a decisive victory, but everybody is glad to see peace return. Walz lives happily with Crymaria at his side. Squad E disbands and the survivors pursue their own interests while Claude, Riley, Leena, and Angie return to Hafen to live in peace.
